Honestly, if you're in Hemel Hempstead, I'd start with services rather than trying to invent some amazing online business.
There are loads of busy people around here who don't have the time (or inclination) to do certain jobs themselves. Cleaning, gardening, dog walking, car washing, assembling furniture, helping people move stuff, basic decorating — boring jobs, basically. But boring jobs can pay surprisingly well.
I started doing garden clearances at weekends with a mate. We put a couple of posts on local Facebook groups and Next door, nothing fancy. At first it was mostly £30–£50 jobs, but once people started recommending us, some weekends were completely booked.
The biggest lesson for me was don't try to compete with everyone on price. Be reliable, turn up when you say you will, answer messages and leave the place tidy. Apparently that's enough to make you stand out!

If you're reasonably good with a computer, I'd look beyond Hemel itself.
I live locally but most of my income now comes from freelance work for businesses in other parts of the UK. Things like social media management, graphic design, video editing, website work, bookkeeping, virtual assistance and writing can all be done remotely.
The advantage of being in Hemel is that you're close enough to London to potentially meet clients, but you don't necessarily have to pay London prices for everything.
I'd pick one skill, get reasonably good at it and start looking for small clients. Don't spend six months designing a logo for yourself and building a website nobody visits. Find someone who needs something done and offer to do it.
My first freelance job was embarrassingly cheap. But it gave me a testimonial and a reference, which helped me get the next one.

Don't overlook ordinary employment either.
Hemel has a lot going on commercially because of its location, and there are always opportunities in retail, hospitality, logistics, offices, warehouses and customer service. If you already have a full-time job, even an extra shift or two a week can make a meaningful difference.
I know people who do evening and weekend work specifically to build up savings. It's not glamorous, but £100–£200 extra a week is £5,000–£10,000 over a year.
Sometimes people get too obsessed with finding a “passive income” idea when what they actually need is another reliable income stream.

I've made decent side money buying things cheaply and reselling them.
Facebook Marketplace is particularly useful for this. Furniture, tools, bikes, electronics and various household items can sometimes be picked up cheaply, cleaned/fixed up and resold.
The trick is knowing your market. Don't buy something simply because you think it's cheap. Check what similar items actually sell for first.
Start small. You don't want £500 worth of stuff sitting in your spare room while you're waiting for the “right buyer”.

If you're asking because you need money quickly, I'd look for local work or a part-time job first.
If you're asking because you want to eventually replace your main income, I'd build a skill that people are willing to pay for and use the internet to find customers.
And don't believe anyone promising £10,000 a month from your bedroom in three weeks. If it sounds ridiculously easy, there's usually a catch.
Living in Hemel Hempstead isn't really a limitation. You've got local customers, businesses, nearby towns and London within reach, plus the entire online market. The important bit is finding something you're actually willing to do consistently.
